As you are no doubt aware, U.S. Customs and Border Protection (CBP) published the interim final rule for the implementation of the Importer Security Filing, otherwise known as “10 + 2,” in the Federal Register on November 25, 2008. In addition, you are well aware that this rule significantly changes importer responsibilities and will have a significant impact on the way you conduct business. Now is the time to carefully review the new requirements and plan a strategy to integrate these procedures into your routine operations.

The law will require all ocean importers to make an electronic Security Filing at least 24 hours before the cargo is loaded aboard a vessel at a foreign port that is destined for the U.S. But, as the implementation gets underway in late January 2009, CBP plans to conduct a “structured review” on six data elements. We want you to have all of the facts. So, we have incorporated into this post informational links you may find helpful. In addition, we want to let you know what J.M. Rodgers Co., Inc. is doing to help you meet the challenges that lie ahead.

THE PLAN: GEARING UP FOR TOTAL COMPLIANCE

As all eyes in our industry look toward January 2009 and the beginning of a new era with anticipation, we are releasing our plan crafted to provide you, the U. S. importer, with the support and options you need to organize and be ready to meet new challenges the Importer Security Filing (ISF), also known as “10 + 2,” will create. Because we recognize that when it comes to compliance with the new law, one size will not fit all, we think that is why you will find our plan so appealing. Our services are designed to provide you with as many options as possible for collecting and filing 10 + 2 data; for retrieving, monitoring, amending, and responding to the U.S. Customs and Border Protection (CBP) ISF status messages. For this reason, we want you to express to us your concerns and requirements, so that we can draw up a plan of action designed specifically for you.

OUR COMMITMENT

With over 55 years of experience as a U.S. Customs broker, we have provided you with the total package of diligent regulatory compliance, service excellence, plus innovative logistical and information technology solutions. We have worked tirelessly over the years to earn your trust. Now, we are prepared to tackle this new challenge with you and provide you with reliable, trustworthy solutions that will bring routine back into your import desk.

OUR APPROACH TO THE CHALLENGE

We recognize that your international logistics program was designed to optimize your effectiveness. Naturally, you want to maintain that same level of effectiveness as you move forward to integrate the ISF requirements. It is with this sensitivity that we consider it imperative that you carefully review our package and complete our attached survey to identify your data flow and to find the data flow process map(s) that work best for you.

We will sit with you and draw up a plan of action and standard operating procedures that will be incorporated into your company profile. We want you to have complete visibility of all ISF filings and monitor each through to the “acceptance” message from CBP so that you know you are compliant.

OUR PRODUCT

Our web-based product is secured, allowing only you and JMR to view your company’s ISF data. We will provide you with a USERID and a PASSWORD to access your account. You will have the capability to send us ISF data, file ISF data directly to CBP, or monitor your account, or any combination thereof. Our product can accept data in most formats.

When we handle your foreign freight forwarding, we routinely retrieve the ISF data obtained from our foreign freight forwarding partners at the time of cargo booking. We will “scrub” or proof all collected ISF for accuracy and file with CBP, by your instructions.

We want to discuss the JMR “10+2” solution with you to provide more information.
